POA Services

The Carnes Crossroads Property Owners’ Association (POA) office provides a number of services for residents, including:

  • Maintenance of common property (trails, pools, parks, the Green Barn, etc.)
  • Street sign maintenance
  • Select right of way maintenance in town areas
  • Enforcement of restrictions & rules outlined in the community Covenants

In addition, the POA office serves as the primary source of information for owners, using newsletters and this community website as key tools for resident communications.

Finally, the POA also seeks to foster a sense of community by helping to coordinate and promote social, educational and recreational programs and events for residents.

All property owners become members of the community’s residential property owners association. In addition, a separate association oversees the community’s business and commercial areas. About the Covenants, Conditions and Restrictions (CC&Rs)

Covenants, also called “governing documents,” are non-governmental, legally-binding restrictions that apply to land and land owners. At Carnes Crossroads, there are two primary sets of covenants that correspond to each of the property owners associations: the Carnes Crossroads Community Association, Inc. (CCCA) and Carnes Crossroads Town Association (CCTA).

The Covenants are legal instruments that are recorded in the official land records office for Berkeley County. They describe in detail the rights and responsibilities of property owners and of each of the associations. All property owners should have been provided with a copy of the covenants by their attorney at closing. Carnes Crossroads is a part of the City of Goose Creek. Police Department

Chief Harvey Becker leads the City of Goose Creek Police Department, which consists of approximately 65 sworn and 27 civilian men and women who are committed to providing the best professional services possible to keep the residents and streets of Goose Creek safe. The department’s international accreditation is a symbol of its effort to follow the “best law enforcement practices,” as published by the Commission on Accreditation for Law Enforcement Agencies, Inc.

The Mayor’s Office

A Mayor and a six-member City Council govern the City of Goose Creek. The current Mayor of the City of Goose Creek is Gregory Habib. For information about the Mayor and City Council, including meeting times and agendas, click the Mayor’s Office link above.

Recreation Department

The City of Goose Creek provides a wide variety of high quality recreation programs and facilities for residents of all ages, including opportunities to participate in sports, the arts, special events, aquatics and various other activities.

Public Works Department

The Public Works Department includes the City’s Water, Sanitation and Maintenance divisions.

Planning & Zoning Department

The Department of Planning and Zoning works with the city’s residents, businesses and area developers to define and implement the vision for the city by providing guidance for well-planned and sustainable long-term growth. The department provides technical and zoning assistance as required, and aims to preserve the small town character of Goose Creek, protect its natural resources, and promote community vitality.

Mosquito Control

The mission of the Mosquito Abatement Department is to use integrated approaches in developing and applying mosquito management strategies which are effective, economical and practical, and which are protective of human health and the environment.

Emergency Medical Services

Berkeley County’s 24-hour Emergency Medical Services (EMS) provides medical emergency services.

Recycling

Berkeley County Water & Sanitation offers a curbside recycling program through Republic Services. The cost is $7.50 per quarter. Daniel Island recycling pickup currently takes place on Thursdays of each week. To sign up, please call Republic Services at 843-873-4810.

Clubs & Committees

Since development began, Carnes Crossroads residents have been highly engaged, helping create an active and social community. Numerous clubs and committees are already active within the community and new groups are being formed often. There’s something for everyone!

Carnes Crossroads Artists Cooperative

The Carnes Crossroads Artists Cooperative was formed to exhibit and market the artistic endeavors of residents (and locals) through participation in regional Farmers’ Markets, festivals and events.

Carnes Crossroads Neighborhood Association

The Carnes Crossroads Neighborhood Association (CCNA) is the collective voice of the Carnes Crossroads community. The function of the CCNA is to provide a conduit between the residents of Carnes Crossroads and the various agencies of the Daniel Island Company to organize concerns in a coherent manner, and to provide the community with a timely response to those concerns.
